PS3 Fan Control Utility v1.9 Released: Support for CFW 4.46

Today developer baxalo has released a new verson of Fan Control Utility bringing it up to version 1.9. This version supports all known CFW 4.46 builds. Check out the minor changelog and the download link provided below.
