It’s Gamezplorer — a Backup Manager in a different sense of the word. Neofar’s Gamezplorer is useful for those backing up to an external HDD — plug the drive into your Windows PC, fire up this app, select the drive, and the screenshots say the rest:
…Though you cannot save changes to the PARAM.SFO yet. That’ll happen in future versions I’m sure.
